{"id":71,"date":"2017-03-08T16:19:34","date_gmt":"2017-03-08T16:19:34","guid":{"rendered":"https:\/\/arfs.wcu.edu\/?page_id=71"},"modified":"2017-03-08T16:20:24","modified_gmt":"2017-03-08T16:20:24","slug":"bylaws","status":"publish","type":"page","link":"https:\/\/arfs.wcu.edu\/?page_id=71","title":{"rendered":"Bylaws"},"content":{"rendered":"<p>[et_pb_section fb_built=&#8221;1&#8243; admin_label=&#8221;section&#8221;][et_pb_row admin_label=&#8221;row&#8221;][et_pb_column type=&#8221;4_4&#8243; parallax=&#8221;off&#8221; parallax_method=&#8221;on&#8221;][et_pb_text admin_label=&#8221;Text&#8221;]<\/p>\n<h1>Bylaws<\/h1>\n<h3>Association of Retired Faculty and Staff<br \/> Western Carolina University<\/h3>\n<p>&nbsp;<\/p>\n<p><strong>Preamble:<\/strong> The name of this association is the Western Carolina University Association of Retired Faculty and Staff.&nbsp; The purpose of the association is to enhance communication between retired faculty and staff and also with Western Carolina University.&nbsp; The Association shall promote the mutual interests of Western Carolina University as well as retired faculty and staff through regular meetings, communication and activities for retired faculty and staff.<\/p>\n<h3>I.&nbsp; Membership.<\/h3>\n<p>The Association&rsquo;s members shall include retired faculty and staff from Western Carolina University as well as retired faculty and staff from other institutions that spent a significant part of their careers at Western Carolina University.&nbsp; Member&rsquo;s spouses, partners and significant others shall be eligible for membership and are entitled to attend meetings.&nbsp; Questions concerning membership shall be determined by a majority vote of the Executive Committee.<\/p>\n<h3>II. Officers.<\/h3>\n<p>The officers shall be a President and President-elect, who shall be elected for one-year terms; a Secretary, a Treasurer, and sixteen Executive Committee Representatives, who shall be elected for two-year terms and be re-electable without limit; and the immediate Past President.&nbsp; All officers shall discharge the duties usually associated with the offices to which they are elected.&nbsp; Elections shall be held once a year at the general meetings.&nbsp; The President and President-elect will be responsible for the programs for the general meetings and for leadership in providing a planning structure for general meetings and executive committee meetings.<\/p>\n<h3>III. Executive Committee.<\/h3>\n<p>The Executive Committee shall consist of the elected officers and the Past President.&nbsp; The Executive Committee is authorized to review and continue the affairs of the Association between general meetings, including the appointment of committees.<\/p>\n<h3>IV. Election of Officers.<\/h3>\n<p>Officers shall be elected annually, and shall take office upon election.&nbsp; Nominations will be presented by a Nominating Committee appointed by the President after conferring with the President-elect.&nbsp; Additional nominations may be made from the floor.<\/p>\n<h3>V. Vacancies in Office.<\/h3>\n<p>In the event of a vacancy in the office of President, the President-elect shall become President.&nbsp; A vacancy in any other office shall be filled by presidential appointment.<\/p>\n<h3>VI. Dues.<\/h3>\n<p>To be considered in good standing, dues for each fiscal year must be paid to the Treasurer at regular meetings or mailed to the Treasurer.&nbsp; It shall be the duty of the Treasurer to maintain records of dues payment.<\/p>\n<h3>VII. Funds.<\/h3>\n<p>Funds of the Association shall be kept in a local bank, and checks may be drawn by the signature of the Treasurer or the President.&nbsp; The dues amount and date of payment shall be set by the Executive Committee.&nbsp; At the discretion of the Association, a proportion of the dues may be contributed to the library, for scholarships or other university causes.<\/p>\n<h3>VII. Meetings.<\/h3>\n<p>The members of the Association shall meet at least once a semester during the academic year.&nbsp; Special meetings may be called by the Executive Committee on reasonable notice.<\/p>\n<h3>IX. Quorums.<\/h3>\n<p>A quorum of twelve percent of the members in good standing is required for transactions of business at general meetings.&nbsp; A quorum of the Executive Committee is five members.&nbsp; The presence of a quorum will be determined by the President.<\/p>\n<h3>X.
